The “Guiding Opinions” suggest that by 2027, China will develop and revise more than 300 national and industry standards for public safety in 15 key areas, including social security, transportation, production safety, fire rescue, public health, network and data security.

The “Guiding Opinions” deploy and carry out a total of 6 key tasks.

The first is to strengthen the planning and layout of the public safety standards system. Gradually improve the public safety standard system, strengthen the development of key technical standards such as modern public security prevention technology, road traffic safety assessment, critical disease monitoring and early warning, mine and hazardous chemical safety, natural disaster warning and emergency rescue, speed up the supply of mandatory product standards involving the safety of people's lives and property, such as electric bicycles, building insulation materials, gas appliances, steel bars, fire fighting facilities, special equipment, etc., and tightly build a network of public safety standards.

The second is to establish an efficient and collaborative standardized work system. Explore the establishment of a mechanism for rapid transformation and publication of public safety standards under a state of emergency, promote the establishment of an overall public safety standardization work group, and achieve rapid linkage and coordination of standardization work across departments, fields, and processes.

The third is to promote capacity building for integrated digital services. Improve the integrated and integrated service capabilities of quality technical facilities such as standards, metrology, inspection, and certification to help the development of the safety and emergency industry.

Fourth, improve the technical organization system for public safety standardization. In response to the development of strategic emerging industries and the production safety transformation and upgrading needs of traditional high-risk industries, it is planned to establish a number of standardized technology organizations to strengthen coordination and coordination among standardized technical organizations in the field of public safety.

Fifth, effectively strengthen the implementation and supervision of public safety standards. Deploy and carry out statistical analysis of mandatory standards implementation, effect evaluation, standard testing and verification, and pilot standardization construction, strengthen the implementation of mandatory standards in key industries, and consolidate the responsibilities of all relevant departments to supervise and manage the implementation of standards.

The sixth is to promote the process of internationalization of public safety standards. Promote the transformation of national standards in the field of public safety, actively participate in the development of international standards in the field of public safety, promote the compatibility of China's public safety standards with the international standard system, and continue to expand international cooperation and exchanges on standardization.

The deployment and implementation of the Public Safety Standardization Foundation Project will strongly promote standardization in the field of public safety, promote the transformation of the public safety management model to proactive prevention, further strengthen the role of safety standards in building the bottom line and ensure safety, and provide standardization work support to better protect the safety of people's lives and property and ensure high-quality economic and social development.
