The construction of the modern marine industry system is accelerating, the international competitiveness of marine industries such as ships and offshore engineering equipment, marine transportation, marine fishery, etc., continues to accumulate momentum, and the scale of offshore wind power grid-connected installations remains the world's top. The daily production scale of seawater desalination projects has exceeded 3 million tons, self-developed marine drug categories account for 28% of the world, and the development of high-end shipping services such as temporary maritime arbitration and international ship registration has achieved effective results.

The development of marine science and technology innovation is accelerating, the hierarchical layout of marine laboratories such as national laboratories, national key laboratories, and provincial and ministerial key laboratories continues to be optimized. The “Jiaolong” and “Striver” manned submersibles collaborated to complete China's first manned deep dive in the Arctic ice zone, and the self-developed “Mazu” series marine warning models have been put into business application. Professional marine construction and marine talent cultivation are constantly being strengthened.

The conservation and intensive use of marine resources has progressed steadily, and the marine resource development and protection system has been continuously improved. The natural shoreline ownership rate in mainland China has stabilized at over 35%. The management of island development and protection has been continuously improved, 33 Hemei islands have been created to demonstrate beautiful ecology, beautiful living, and beautiful production. The area of 13,200 square kilometers of marine islands was strictly encircled and controlled.
