On October 15, 2026, during the annual meetings of the International Monetary Fund and the World Bank, Pan Gongsheng, Governor of the People's Bank of China, attended the Emerging Markets Seminar and delivered a keynote speech.
Pan Gongsheng pointed out that at present, global geopolitical risks are rising, the international economic and financial environment is undergoing profound changes, the development of artificial intelligence is accelerating, and global investors' demand for diversified decentralized allocation and technological innovation continues to increase. China's economy continues to grow steadily, and high-tech industries are developing rapidly, providing solid support for RMB assets. China's financial market is large, the stock and bond markets rank second in the world, and have abundant liquidity, which can effectively meet the diversified allocation needs of global investors.
Pan Gongsheng said that in recent years, China has continued to expand the opening of financial markets, optimize market mechanisms, and enhance the convenience of investment and financing. Currently, overseas investors can participate in the Chinese financial market through various channels such as Bond Connect, and manage liquidity and risk hedging through transactions such as repurchases and derivatives. Currently, more than 1,200 overseas investors from nearly 80 countries and regions have participated in the Chinese interbank bond market, accounting for about 30% of the number of overseas investors. At the same time, overseas issuers such as sovereign governments, international development agencies, financial institutions and enterprises can also facilitate RMB financing through methods such as panda bonds. Currently, Chinese bonds and stocks have been successively included in major international indices, fully reflecting the confidence of global investors in the long-term stable development and continuous expansion of the opening up of the Chinese financial market. At the same time, the offshore RMB market is also developing steadily. Among them, Hong Kong is the world's largest offshore RMB business center. RMB investment and financing products and risk management tools are constantly being enriched, and the supply of RMB liquidity is further abundant.
Pan Gongsheng pointed out that in the next phase, the People's Bank of China will further support global investors and issuers to participate in the Chinese financial market, promote RMB bonds to become qualified collateral widely recognized and used around the world, further enrich liquidity management and risk management tools, and continue to improve the convenience of investment and financing. At the same time, we will strengthen financial infrastructure connectivity at home and abroad, support the development of the offshore RMB market, and continue to promote a high level of openness in China's financial market.
