According to Xiong'an's announcement, on October 13, an international road transport vehicle entered the Xiong'an Comprehensive Free Trade Zone to complete customs procedures and left the Xiong'an Comprehensive Free Trade Zone gate after completing the loading and unloading process. The cargo carrying nearly 297,900 yuan on board will leave the country via the Manzhouli Highway Port and go directly to Vladivostok, Russia. This marks the official launch of the first “bond+TIR” business in Xiong'an New Area. For the first time, the integrated bonded zone's cargo collection and export function and TIR international road transport have been superimposed. The “bond+TIR” model deeply integrates the advantages of comprehensive bonded zone policies with efficient and convenient TIR transportation: enterprises can store goods in advance in bonded warehouses within the region, flexibly schedule them according to overseas orders, and assemble and ship as needed; export goods enjoy tax rebates; imported goods are bonded when entering the zone, and payment of customs duties and import taxes is suspended. After the vehicle is shipped with a TIR certificate, it can achieve “one declaration, one pass, and one vehicle direct access”. In principle, there is no need for repeated unpacking, inspection, or reversals when passing through each Contracting State.
