Fu Cong, Permanent Representative of China to the United Nations, spoke at the 81st session of the General Assembly on the 8th during a joint debate on the implementation of UN resolutions and the revitalization of the General Assembly, putting forward three propositions on strengthening and revitalizing the work of the General Assembly. Fu Cong said that the United Nations General Assembly is the most representative constitutional body and an important platform for practicing multilateralism and advancing global governance. Today's world is chaotic and intertwined, and multiple challenges are superimposed. The General Assembly should further forge consensus, strengthen unity, perform the duties assigned to it by the Charter of the United Nations, and promote the improvement of the quality and efficiency of the United Nations. With regard to strengthening and revitalizing the work of the General Assembly, China has three propositions: the first is to follow the Charter of the United Nations as the foundation and actively calibrate the way forward for the cause of the United Nations. The Charter established an international system with the United Nations at its core, laid the foundation for the international rule of law, and was the greatest common denominator of the post-war international community. The General Assembly should take the lead in reviewing the original intention of the Charter, promoting the spirit of the Charter, and abiding by the Charter's mandate. It is necessary to carry out their duties and form joint efforts with Charter bodies such as the Security Council and the Economic and Social Council to restore the authority and vitality of the General Assembly by doing practical things and seeing results. The second is to use unity as the key path to work together to promote the development of the cause of the United Nations. The General Assembly is a symbol of multilateralism and an expression of international solidarity. Under the current circumstances, the General Assembly should adhere to the concept of joint discussion, joint construction and sharing, give full play to the functions of a policy review body, encourage communication and dialogue, strive to forge consensus, promote consensus, and continuously create a cooperative atmosphere of solidarity and mutual trust. Third, use pragmatic reforms as the driving force, and forge ahead to push the cause of the United Nations to achieve results. Reform is a good solution to existing problems, and it is also an engine that pushes the United Nations to keep pace with the times. The General Assembly should use the “80th Anniversary Reform Initiative of the United Nations” as an opportunity to push forward reforms based on the leadership of Member States, continue to advance the three pillars in a balanced manner, and strengthen the United Nations with the results of reform.
