According to the Civil Aviation News of China, the Civil Aviation Administration recently issued the “Domestic Flight Evaluation and Optimization Measures” to further enhance the scientific and refined level of domestic flight management, promote differentiated industry competition and efficient allocation and use of air transport resources, optimize the domestic route network structure, and promote the high-quality development of civil aviation. The “Optimization Measures” will be implemented starting from the 2026/2027 winter and spring season change. The “Optimization Measures” consist of five parts. It focuses on building an aviation hub functional system around the goal of “expanding the capacity and improving the quality of the backbone network and convenient access to basic networks”. In response to problems such as excessive concentration of carriers and homogenization of competition in some route markets, systematic arrangements are made for flight segment market entry, flight volume management, flight planning arrangements, and business license withdrawal.
