Zhitong Finance App learned that on September 30, the “Commodity Trading Joint Working Group” (Working Group) led by the Secretary for Financial Services and the Treasury (Hong Kong Treasury), Mr Hui Ching-yu, held its first meeting.

The 2026 “Policy Address” proposed the establishment of a working group for the Hong Kong Treasury and the Financial Supervisory Authority to comprehensively examine market opportunities and cross-exchange cooperation opportunities. At its first meeting today, the working group held in-depth discussions on policy directions and goals for developing commodity trading, and discussed important areas such as market trends and Hong Kong's development potential. The working group will continue to further follow up on various priority projects with a view to formulating a clear and clear development roadmap to create an internationally competitive commodity trading ecosystem for Hong Kong.

Xu Zhengyu said, “As the global commodity market pattern evolves profoundly, we are consolidating Hong Kong's existing financial market advantages while also taking the initiative to open up new growth points. With the unique advantage of “backing the motherland and connecting the world” under 'one country, two systems', Hong Kong is using gold as an entry point to fully promote the construction of an international commodity trading ecosystem and connect with the country's “15th Five-Year Plan”. The working group will implement the strategic plan of the “Hong Kong Special Administrative Region Five-Year Economic and Social Development Plan (2026-2030)” to make Hong Kong an international commodity hub integrating trading, clearing, warehousing, pricing and financing to better serve the overall development of the country.”

The list of working group members is as follows:

Chairman: Secretary for Financial Services and the Treasury of Hong Kong
