In order to thoroughly implement the spirit of General Secretary Xi Jinping's important instructions, implement the relevant arrangements of the National Service Industry Conference, strengthen coordination between territorial spatial planning and natural resource policies, and promote high-quality development of the service industry, the relevant matters are hereby notified as follows:
1. Strengthen territorial space security for service industry development. Authorities in charge of natural resources (marine) and forestry at all levels should adhere to demand guidance, coordinate growth and inventory during the preparation, implementation and dynamic maintenance of territorial spatial plans, strengthen space guarantees for the development of productive service industries such as scientific and technological services, modern logistics, software and information services, financial services, energy saving and environmental protection services, and rationally arrange the development space for residential services, such as nursing, health, cultural tourism and sports.
2. Promote the compatibility of mixed and composite land use. Municipal and county natural resources authorities should improve the positive and negative lists of land used in the service industry mixed with other land uses, control rules, and requirements for controlling the ratio of various uses. Guide the productive service industry to gather in industrial parks and mix layout and use with industrial land. On the basis that supporting industrial land is compatible with administrative offices and living service facilities of no more than 15% of the total construction area of the project, no more than 15% of the total construction area of the project can be used for productive services and the construction of industrial neighborhood centers. In principle, the compatible portion cannot be divided and transferred. Optimize the spatial layout of the lifestyle service industry, support the rational arrangement of lifestyle service land in residential land, public administration and public service use, improve the positive list of all types of land compatible with lifestyle service industry facilities, and improve the 15-minute convenient living circle.
3. Optimize control rules to activate existing space. Improve the planning license exemption list for micro-renewal projects such as community public services. The conversion of uses is compatible with those that meet the positive list or exemption list, and there is no need to adjust the detailed plan. On the premise that it conforms to the territorial spatial plan, does not change the dominant use, and has no negative impact on the surrounding area, commercial land that protects residents' basic living needs and makes up for shortcomings in basic urban public services can be refined in conjunction with actual optimization of floor area ratio calculation rules to refine the criteria for accreditation without consideration. The share of urban green space for supporting facilities such as rest, fitness, parking, and convenience and commerce can be increased to 8%.
4. Standardized use conversion unleashes development vitality. 6. Optimize the management of land use for service industries outside urban development boundaries. For country parks, ecological green spaces, forest rehabilitation bases (woodland) outside urban development boundaries, and supporting service facilities for sporadic and scattered construction in green open spaces such as ecological experiences, health and leisure, etc., “dot land use” can be implemented on the premise that it complies with territorial spatial planning and use control. Municipal and county natural resources authorities, together with industry authorities, clarify management requirements such as land use type, quantity, unit size, etc., and then go through construction land use procedures according to law. Where land does not change the characteristics of the land and does not harden is used to develop the service industry, the land use can be managed according to the original land category; the requirements involving the use of woodland and grassland meet the standards for direct use of forestry and grassland and go through direct land use procedures in accordance with regulations.
7. Revitalize rural land for collective management construction and develop the service industry. Stock collective construction land determined by the territorial spatial plan for industrial, commercial, etc., and has completed collective land ownership registration, and construction land formed through comprehensive land remediation throughout the region and the application of policies linked to the increase and decrease of land used for urban and rural construction are entered into the market in accordance with the unified deployment of the country, giving priority to supporting rural development services.
8. Improve the diversified land supply system for the service industry. Land for non-profit lifestyle services such as inclusive pension, education, and childcare can be obtained through allocations, effectively reducing the current cost of land use. Service industry operators are encouraged to choose flexible supply methods such as long-term leasing, leasing first, and flexible tenure concessions according to law and regulations, and supporting “with a plan” sales without affecting fair competition.
9. Improve the mechanism for forming the price of land used in the service industry. Support all regions to refine land categories for the service industry and improve the land price system for service land use that is compatible with the level of land income and the relationship between market supply and demand. The reserve price for land concessions in the service sector may be determined according to the minimum price standard not lower than the corresponding land use agreement. Where underground space is used to develop the service industry, a downward land price support policy may be implemented.
10. Improve the efficiency of the supply of factors in the service industry. According to the principle that construction can be started when land is supplied, the expansion of “standard land” supply from industrial land to land for productive services is promoted. Support the overall supply or joint bidding of industrial land involving two or more parcels of industrial land around key links and core projects in the industrial chain. It supports the combined supply of various types of natural resource assets such as land, forest grass, marine areas, islands, and coastlines within the same space, empowers the display of value through empowerment, and supports the sustainable operation of business entities. Increase the effective supply of surveying and mapping geographic information data, products, technology and applications to help the digital and intelligent transformation and development of the service industry.
11. Optimize real estate registration services. Take the initiative to extend services forward, strengthen work collaboration, promote the service industry to achieve “land delivery and certification” when supplying land, achieve “delivery and certification” when projects are delivered, achieve “mortgage and payment” for those with secured financing requirements, promote “secured transfer” of industrial and commercial land, and achieve “efficient completion of one thing”.
12. Strengthen multi-departmental supervision coordination. Natural resources authorities at all levels should incorporate the entire process of land use management in the service industry into the “one map” of natural resource management and territorial spatial planning, and establish multi-departmental information exchange, consultation and judgment, and joint supervision mechanisms. It is necessary to coordinate a high level of protection, a high level of safety and high-quality development, strictly control territorial spatial planning and use, strictly abide by the red line of arable land protection, the red line of ecological protection, and the boundaries of urban development, strictly prevent all kinds of risks, and ensure the effectiveness of policies.
