Four departments, including the Shanghai Housing, Urban-Rural Development Administration, the Municipal Housing Administration, the Municipal Bureau of Planning and Resources, and the Shanghai Financial Supervisory Authority, jointly issued the “Implementation Opinions on Implementing the 'Notice on Improving the Commercial Housing Sales System'”, which will take effect on September 28, 2026. In order to strengthen coordination of policies and measures, improve the quality of housing construction, and effectively protect the legitimate rights and interests of buyers, the “Implementation Opinions” also suggest implementing a project development company system, establishing and improving the quality assurance system for commercial housing projects, and promoting “good house” construction in an integrated manner; continuously optimizing the approval process, improving the efficiency of management services, and actively creating a good business environment; improving the mechanism for public disclosure of real estate market information, strengthening real estate market supervision, and maintaining good market order.
