Coordinate and optimize the regional science and technology layout, accelerate the construction of a “3+4+X” hierarchical regional layout system with Beijing, Shanghai, Guangdong-Hong Kong-Macao Greater Bay Area as strategic highlands, Hefei, Cheng-Chongqing, Wuhan and Xi'an as strategic fulcrums, and several key regions as strategic nodes, and strive to provide systematic scientific and technological support for the country's major regional strategies.
