UN Secretary General António Guterres has further called for strengthened AI regulation to avoid a dystopian future where corporate power is out of control and “killer robots” are rampant. In his last speech to world leaders at the UN General Assembly, Guterres warned about AI risks, saying that the rapid development of cutting-edge models could weaken the power of nation states. “We are seeing an extraordinary shift of power from the government to a small number of private companies and individuals,” Guterres said on Tuesday when calling on the international community to reach an agreement on new AI security measures. He also said, “AI is evolving at an astonishing rate that exceeds our ability to understand all of its consequences.” He said, “The government with the strongest AI capabilities bears the greatest responsibility for all humankind and should establish channels of dialogue, transparency, trust and cooperation.” The UN panel of experts on artificial intelligence released a report on Monday warning that increasingly capable AI models may be out of human control. Meanwhile, leaders of more than 20 countries and the European Union are calling for mandatory safety testing of advanced AI models and considering setting up a new global agency to ensure that humans remain in control.
