The report points out that thanks to the government's various measures to recruit talents and import workers in the past three years, the shortage of manpower in Hong Kong has been alleviated. It is estimated that by 2028, the overall manpower shortage in Hong Kong will narrow from the previous estimate of about 180,000 to about 130,000, but manpower is still tight in most key industries. Among them, innovative technology, aviation, construction, urban operations and healthcare are particularly prominent. According to the analysis of occupational groups, it is estimated that the shortage of manpower in the next three years will be concentrated on “skilled technicians” and “service and sales personnel”, accounting for about 60% of the overall gap. This type of work, which relies on interpersonal interaction and complex processes, is more difficult to be replaced by AI. Facing a shortage of manpower due to the aging labor force, it is also difficult to attract young people to enter the business. Conversely, as companies expand AI applications to handle routine administrative tasks, “clerical support workers” are expected to be overstaffed by around 25,000 to 30,000 people in 2028.
