Zhong Bin, director of the Solid Waste and Chemicals Department of the Ministry of Ecology and Environment, said that for “three new” solid waste such as decommissioned photovoltaic modules, wind power equipment, and power batteries, the Ministry of Ecology and Environment, in collaboration with relevant departments, continued to improve the relevant environmental supervision system and carried out three areas of work. First, to improve regulations and policies, the National Development and Reform Commission, the Ministry of Industry and Information Technology, the Ministry of Ecology and Environment, the Ministry of Commerce, the National Energy Administration and other departments closely cooperated to formulate and introduce relevant policies for recycling decommissioned photovoltaic modules, wind power equipment, and power batteries, and initially established a full-life cycle closed-loop management system; secondly, in response to pollution issues in treatment, the Ministry of Ecology and Environment took the lead in formulating relevant standards for pollution prevention and control; and finally, strengthening supervision and enforcement efforts in response to illegal treatment situations.
