The main goal of the newly introduced “Fifteenth Five-Year Plan for the Prevention and Control of Solid Waste Pollution” is to effectively prevent and control ecological and environmental risks throughout the solid waste process, that is, remove stocks and control new additions. The “Plan” establishes four indicators: the “incidence rate of illegal dumping and illegal disposal of solid waste” requirements have been drastically reduced, the “proportion of hazardous waste landfill disposal volume” and “share of key general industrial solid waste storage and landfill volume” requirements have decreased, and “the information technology supervision coverage rate of hazardous waste-related units throughout the process”, which requires basic full coverage. The “Plan” lays out four key tasks from the perspective of concentrated efforts, comprehensive promotion, implementation at the city level, and strengthening support and guarantees.
