Cyberport: Aligning with the HKSAR Government's policy proposition to help Hong Kong build an international innovation and technology center

The Zhitong Finance App learned that Cyberport welcomed Chief Executive Li Jiachao's announcement of the “Hong Kong Special Administrative Region's First Five-Year Plan for Economic and Social Development (2026-2030)” today (September 16) and the publication of the “Chief Executive's 2026 Policy Address” to plan a clear blueprint for Hong Kong's future innovation and technology layout and economic development, showing the SAR government's macro-strategic vision of actively connecting with the country's “15th Five-Year Plan”. As Hong Kong's digital technology hub, artificial intelligence accelerator and national technology enterprise incubator, Cyberport will fully cooperate with the HKSAR Government's policy proposition, give full play to the advantages of the innovation and technology ecosystem, promote the development of new quality productivity, and help Hong Kong build an international innovation and technology center.

Cyberport Chairman Chan Sai-ming said that the Chief Executive today announced the first “Hong Kong Special Administrative Region Economic and Social Development First Five-Year Plan (2026-2030)” to actively connect with the country's “15th Five-Year Plan” and strategic development layout to outline a clear blueprint for Hong Kong's high-quality development over the next five years; the “Policy Address” published on the same day also proposed a series of specific measures to strengthen cutting-edge scientific research, promote the transformation of achievements, and promote industrial development. The two complement each other and inject stronger momentum into Hong Kong's innovation and technology development.

As one of the “Three Major Innovation and Technology Parks”, Cyberport will fully cooperate in the construction of a new pattern of “Three Innovation and Technology Parks and Five R&D Institutions”, play the role of a digital technology flagship and artificial intelligence accelerator in the South, and focus on digital technology, including key areas such as artificial intelligence, cybersecurity, blockchain and fintech. Cyberport will continue to strengthen the dominant position of enterprise innovation, be guided by industrial development, promote the deep integration of “production, learning and research”, promote upstream, middle and downstream collaboration, accelerate the transformation and industrialization of scientific research results, open up key links of innovation achievements from R&D, testing to application and market, further enhance the level of collaborative development of the industrial chain, innovation chain and supply chain, and accelerate the deep integration of “artificial intelligence +” with the real economy. Coinciding with the completion of the fifth phase of the Cyberport expansion, the project will provide more advanced infrastructure and more sufficient development space, attract more innovative enterprises and R&D talents to settle in, and further enhance the carrying capacity of the innovation and technology ecosystem through dedicated sustainable development data centers.

Chen Ximing pointed out that Cyberport will continue to play the unique role of a “super contact”, “super value-added person” and even a “superconverter”, promote the efficient connection of technology, talents, capital, data and application scenarios, build a two-way development platform for mainland and overseas enterprises, help Hong Kong to establish an international innovation and technology center in the Guangdong-Hong Kong-Macao Greater Bay Area after 2030, covering the whole country and connecting the world, and participate deeply in the construction of the Guangdong-Hong Kong-Macao Greater Bay Area International Science and Technology Innovation Center, contributing to the high-quality development of the Guangdong-Hong Kong-Macao Greater Bay Area and serving the country's needs with its strengths.
