Zhitong Finance App News, Jixin State Control (08629) issued an announcement. On September 15, 2026, the company and the Xinyi Investment Promotion Bureau signed an investment agreement on the project. According to this, the company agreed to invest a total of RMB 60 million in the project, including a fixed asset investment of not less than RMB 50 million; and the Xinyi Investment Promotion Bureau agreed to assist the company in implementing the project, including (among) completing land concession procedures related to the project site and obtaining relevant project approval, registration and license.

According to the investment agreement, the company will undertake this project. The project is mainly to establish and operate an inspection and monitoring center in Xinyi City, Guangdong Province, China, which is mainly engaged in inspection services related to building fire protection materials, etc.

The Group plans to build a new inspection and monitoring center, which is mainly engaged in inspection services related to building fire protection materials, etc. This business area is a new service area added by the Group and is an extension of the Group's main business. In recent years, with the continuous improvement of national and local fire safety supervision systems, the mandatory requirements for building fire inspection have been increasing, the qualification requirements for inspection agencies have also been continuously tightened, and the overall level of standardization of the industry has improved markedly. In this context, the number of building fire inspection agencies with relevant qualifications in western Guangdong is still limited, resulting in the supply of inspection services not fully meeting regional needs. The directors believe that this project will help the Group strategically expand into this business area, establish a differentiated market position, and bring new sources of revenue growth to the Group.

In addition, related testing services require the use of large-scale professional equipment and special testing facilities. The Group's current site has failed to meet the relevant equipment and business operation requirements in terms of space layout, floor bearing and supporting facilities, so the Group believes it is necessary to build a special inspection and monitoring center.
