Article 2 The recycling of waste lithium batteries for electric bicycles and other related activities within the administrative area of the city shall abide by these Measures. Article 3. Economic and information technology departments shall, in accordance with law, promote electric bicycle and lithium battery manufacturers to establish a recycling system for waste lithium batteries, and guide and supervise manufacturing enterprises to carry out recycling of waste lithium batteries. The competent departments of public security, ecological environment, urban management, transportation, commerce, market supervision and management, fire rescue, postal services, etc. are responsible for relevant supervision, management and enforcement duties within their respective areas of responsibility. Each district strengthens territorial supervisory responsibilities for recycling waste lithium batteries. Article 4 When engaging in recycling waste lithium batteries and related activities, safety and environmental protection requirements shall be fully implemented in accordance with relevant laws, regulations and mandatory standards. Article 5. Actively play the role of relevant industry associations in organizing industry self-regulatory management, guide member units to carry out recycling activities for waste lithium batteries in accordance with law and regulations, and assist relevant departments in carrying out recycling publicity and other work. Encourage relevant industry associations and enterprises to actively participate in the revision of relevant national, industry and group standards.
