An accident investigation team composed of personnel from the Heilongjiang Bureau of the State Mine Safety Supervision Administration, the Heilongjiang Provincial Emergency Management Department, the Jixi Municipal Government, the Municipal Public Security Bureau, the Municipal Federation of Trade Unions, the Municipal Coal Management Bureau and other departments determined that the major flood damage accident at the Datonggou Coal Mine was a production safety liability accident caused by inadequate technical management, failure to implement water prevention and control measures, and risky operations in violation of regulations. The investigation team recommended that 3 people, including the mine manager, be handed over to the judicial authorities for handling, and that 27 people responsible for the accident be punished by Party discipline and government affairs.
