Guo Shougang:
Ladies and gentlemen, friends of the press:
Good morning everyone! Next, I will introduce you to the development of China's intelligent connected NEV industry.
During the “14th Five-Year Plan” period, under the strong leadership of the Party Central Committee, all parties concerned worked hard and forge ahead to achieve remarkable results in promoting the development of China's intelligent connected new energy vehicle industry, forming a certain competitive advantage on a global scale, and taking solid steps to build a strong automobile nation.
Looking at the technical level, technical levels such as vehicle integration, power batteries, smart cockpits, and lidar have entered the forefront of the world, and combined driving assistance functions are gradually being popularized and applied.
Looking at the industrial system, a complete and efficient industrial chain connecting upstream and downstream has been built. New energy vehicles, power batteries and key materials account for more than 70% of the world's production, and 5 NEV companies and 6 power battery companies are in the top 10 in global sales.
In terms of market size, from 2020 to 2025, the annual sales volume of new energy vehicles increased from 1.367 million units to 16.49 million units, with a compound annual growth rate of 65%, and the domestic passenger car combination driver-assistance function installation rate increased from 16.2% to 64.9%. At the same time, China's NEV vehicles and parts have also been exported to more than 100 countries and regions. Exchanges and cooperation between Chinese and foreign companies have continued to deepen and become more practical, contributing positively to the green and low-carbon transformation of the global automobile industry.
Of course, we have also clearly seen that the current development of the industry also has some problems and challenges that cannot be ignored. For example, international protectionism and unilateralism are on the rise, trade barrier policies have clearly increased, and issues of irrational domestic competition are still prominent. Recently, there have also been some incidents such as the quality of automobile products and the safety of autonomous driving. These all require our careful study and response.
According to comprehensive research, during the “15th Five-Year Plan” period, the global development of intelligent connected new energy vehicles is still in a period of opportunity for change. China's industrial development prospects are broad and the future can be expected. In order to further promote the high-quality development of China's intelligent connected NEV industry and accelerate the construction of an automobile power, the Ministry of Industry and Information Technology, together with relevant departments, has prepared the “15th Five-Year Plan for the Development of the Intelligent Connected NEV Industry” to further clarify development goals and key tasks, and accelerate progress towards greening, intelligence, high-end and internationalization.
In terms of greening, we will continue to revise and improve standards related to automobile energy consumption, optimize the “double credit” management policy, explore the development of automobile carbon emissions and carbon footprint management for automobile power batteries, and speed up the establishment of a digital ID card system for power batteries. Launch pilot projects to trade in automobiles, go to the countryside for new energy vehicles, and repair shortcomings in county charging and switching facilities to promote full coverage of charging stations and charging stations in the county area.
In terms of intelligence, we will further promote intelligent connected vehicle access and road traffic pilot projects, optimize production access management systems, promote the construction of trusted data spaces and high-quality data sets, and support mutual empowerment between automobiles and enterprises in the information and communication, energy, transportation and other industries. Promote the deep integration of artificial intelligence and the automobile industry, and enable the digital intelligent transformation of the entire industry chain.
In terms of high-end technology, we support key enterprises to step up technical research efforts, continuously improve the adaptability and durability of power batteries at low temperatures, improve the advancement, safety and reliability of driving assistance and autonomous driving, and focus on improving the quality of product supply. Strengthen product innovation design entry review and testing and verification management, strengthen product production consistency supervision and inspection efforts, and ensure that safe, reliable, and fully tested and verified products enter the market.
In terms of internationalization, many bilateral exchange mechanisms are used to deeply participate in the coordination of international standards and regulations to promote the connection and mutual recognition of domestic standards and global regulations. Improve supporting support such as cross-border logistics, investment and financing, steadily promote international trade and investment cooperation, and make greater contributions to the transformation and upgrading of the global automobile industry.

Xinhua News Agency:
In the current new situation of the automobile industry, what is the significance of formulating the “15th Five-Year Plan for the Development of the Intelligent Connected New Energy Vehicle Industry”? What are the key elements of the “Plan”, and how are they considered in setting goals for 2030?
Guo Shougang:
Thank you for your question. The scientific formulation and continuous implementation of the five-year plan is an important experience of our Party in governing the country. It is also an important political advantage of socialism with Chinese characteristics. Since the 18th National Congress of the Party, we have continuously formulated plans for the development of the energy-saving and NEV industry and medium- to long-term plans for the development of the NEV industry, providing scientific guidance and policy guarantees for the rapid development of the industry. Currently, the development of the intelligent connected NEV industry has entered a new stage, and it is necessary to further analyze the situation, clarify goals, improve policies, and promote the development of the industry to achieve new and greater results. In this context, we worked with relevant departments to grasp development trends and forge industry consensus in accordance with the general requirements of the “15th Five-Year Plan” and prepared the “15th Five-Year Plan” for the Development of the Intelligent Connected New Energy Vehicle Industry, further clarifying future development goals and key tasks, and promoting high-quality industrial development.
In terms of goal setting, we have proposed development goals for 2030 according to the “1+4" structure. In terms of overall goals, we hope to use five years to further consolidate the advantages of China's intelligent connected NEV industry chain. Domestic new energy passenger vehicles and commercial vehicles account for 70% and 40% of total new vehicle sales in their respective fields, respectively. Vehicles with autonomous driving functions can be applied on a large scale, and further improved in key technology, industrial structure, international development, and social and economic benefits. Specifically, it can be broken down into four aspects. The technical level has been effectively improved. By 2030, the average fuel consumption of passenger cars and the average electric energy consumption of pure electric passenger cars will reach the levels of 3.3 liters per 100 kilometers and 11.5 kilowatt-hours per 100 kilometers, respectively. Highly autonomous driving product applications will be realized in scenarios such as highways, urban expressways, and some urban roads; the industrial structure will continue to be optimized to increase the labor productivity of all employees by 15% compared to 2025, and cultivate globally competitive vehicle and parts companies; a new situation of international development will initially take shape to promote the international operation capacity of enterprises With continuous improvement, Chinese automobile brands can have a high reputation in the international market, actively participate in the coordination of international regulations, and further enhance the influence of international standards and regulations. Economic and social benefits have been further enhanced to further highlight the automobile industry's position as a pillar of the national economy, strive to achieve the carbon peak target ahead of schedule, drive the industrial chain to accelerate green and low-carbon transformation, greatly improve the safety performance of vehicles equipped with autonomous driving systems, and provide safe and efficient transportation tools for users to travel.
To achieve these expected goals, we have deployed 17 key tasks, as well as 4 major projects and 3 key actions.
The 17 key tasks cover five areas. In terms of improving technological innovation capabilities, it is mainly about strengthening key core technology research, improving the resilience and safety level of the industrial chain, improving the efficiency of the innovation system, and providing an inexhaustible source of endogenous impetus for industrial development. In terms of promoting the optimization and upgrading of the industrial system, it is clearly necessary to promote the digital and intelligent transformation of the entire industrial chain, raise the level of green and low-carbon development, build world-class enterprises, vigorously develop the post-service market, and comprehensively promote the upgrading of the industrial system. In terms of promoting cross-border integration and development, we focus on key elements such as the “Vehicle Energy Road Cloud Network” to promote the deepening of the integration and development of automobiles in the fields of information and communication, transportation, urban construction, and energy. In terms of establishing a scientific and efficient industry governance system, it is proposed to strengthen the construction of standards and evaluation systems, improve the entry and use management system, strengthen macro-early warning and control of production capacity, and maintain a healthy and orderly market environment. In terms of creating a new situation of global industrial cooperation, it mainly includes building a stable and efficient global industrial chain, enhancing overseas development service capabilities, and deepening joint venture cooperation in the new era.
The four major projects are key technology research projects for intelligent connected new energy vehicles, which deploy specific key research content in key areas such as energy power, smart chassis, and intelligent connectivity; projects to improve standards and test evaluation capabilities put forward specific requirements for improving standard systems and key standards; intelligent connected new energy vehicle safety infrastructure projects, focusing on ensuring product safety, further improving functional safety, network security, and data security management systems, and establishing safety monitoring platforms; the internationalization capacity leap project has been deployed around the Chinese brand image co-building and promotion of cross-border data flow work.
The three key actions are the “artificial intelligence+automobile” development action, which details tasks in terms of basic capacity building, vehicle application, data supply, etc.; ecological construction of key components and the cultivation of leading enterprises, from the perspective of industrial ecological construction, proposed measures related to collaborative construction and mutual empowerment to cultivate and expand key component enterprises; and intelligent connected NEV application promotion actions, which proposed detailed measures for large-scale autonomous driving applications, “vehicle-road cloud integration” development, and large-scale application of new energy heavy trucks.
China Central Radio and Television Financial Program Center:
How can we better lead industrial innovation through technological innovation and promote industrial upgrading during the “15th Five-Year Plan” period?
Shao Ji:
Thank you for your question. Director Guo Shougang just now systematically introduced the achievements of China's NEV industry during the “14th Five-Year Plan” period and the background of the preparation of the “Plan”. Technological innovation was mentioned many times during the process. It should be said that technological innovation is the “undertone” of the constant development of the industry. In recent years, thanks to the collaborative efforts of relevant departments, key enterprises, and industry organizations, China's industrial technical standards have been continuously iteratively upgraded, completing a historic leap from following to running side by side, and achieving leading in some fields, providing a strong guarantee for the high-quality development of the industry.
In terms of electrification, in the early stages of industrial development, new energy vehicles had a range of less than 300 kilometers, and consumers were generally worried about mileage. In recent years, power battery technology has continued to break through. The energy density has increased from less than 150 Wh/kg in 2015 to about 300 Wh/kg, the cycle life has doubled, the cost has been reduced by more than 70%, and the application of new technologies such as overcharging, fast charging, and power exchange has been accelerated. Many products have a range of more than 600 kilometers, and the charging time has been shortened to less than 1 hour, and the ease of use has improved markedly.
In terms of intelligence, electrification platforms promote continuous optimization of electronic and electrical architectures, transformation of control systems from distributed to centralized, and continuous improvement in vehicle communication rates, creating favorable conditions for the application of intelligent technology. Judging from the newly launched product situation, functions such as smart cockpit, advanced assisted driving, and remote software upgrades have gradually become standard, providing a more comfortable and safe driving experience.
In terms of cross-industry collaboration, new energy vehicles, as an important carrier for the application of advanced technology, have effectively promoted technological progress in the fields of materials, machinery, electronics, etc., and a number of mature technologies such as power batteries have been applied in fields such as low-altitude equipment and physical intelligence, providing strong support for the development of related industries. In the next few years, new energy vehicles, as important application scenarios for new technologies such as artificial intelligence and big data, will also bring more possibilities for integrated industrial development.
While achieving encouraging results, we also recognize that the current industrial technology route continues to evolve, new disruptive technologies may emerge in the future, and there is still plenty of room for improvement in product quality and safety, resource recycling, etc. To this end, the National Development and Reform Commission will work with relevant departments to place technological innovation in a more prominent position and persevere in promoting industrial upgrading.
The first is to strengthen departmental collaboration and continue to support enterprises in strengthening technology research and development applications. It focuses on cutting-edge fields such as new electronic and electrical architectures, all-solid-state batteries, automotive operating systems, and intelligent driving, and supports key enterprises to carry out collaborative research with upstream and downstream industries to accelerate breakthroughs in a number of common technologies, basic technologies, and cutting-edge technologies related to the long-term development of the industry. Cooperate with the Ministry of Industry and Information Technology and other departments to carry out intelligent connected vehicle entry pilots and other work in a steady and orderly manner, actively support industry pilot platforms and test verification capacity building, and promote the accelerated application of innovative results.
The second is to strengthen standard guidance and continuously improve product quality and safety performance. Mandatory standards such as the “Safety Requirements for Power Batteries for Electric Vehicles” implemented in July of this year have greatly raised safety requirements for power batteries, etc. In the future, in response to social concerns such as power battery heat loss and assisted driving safety accidents, we will also cooperate with relevant departments to continuously improve the standard system, encourage key industry enterprises to actively participate in standard revisions, strengthen consistent supervision and inspection of product production, and truly make consumers feel safe to buy and use.
The third is to promote organizational innovation and effectively enhance the quality and efficiency of industry development. We will actively support large enterprise groups to carry out reforms, promote mergers and restructuring between enterprises through market-based and legalized methods, support key enterprises to effectively integrate R&D, production and other resources, and avoid homogenized competition in product design and technology research and development. Encourage enterprises of all types to dig deeper into their own characteristics, work hard in different market segments, form a differentiated competitive pattern, and continuously promote the transformation of the industry from scale expansion to quality and efficiency improvement.
Fourth, deepening international cooperation and promoting the achievement of a higher level of mutual benefit and win-win situation. We will insist on opening up the automotive sector to the outside world and encourage domestic and foreign companies to deepen cooperation in technology research and development, standard setting, and industrial chain collaboration. Support foreign-funded enterprises to continue to cultivate the Chinese market, share development advantages such as China's complete industrial chain, and cooperate with Chinese partners to develop new energy models for the global market. Support Chinese car companies to learn from the advanced experience of international companies, continue to improve their technical level from a higher starting point, and bring Chinese products and Chinese technology to the world.

The deep integration of intelligent connected new energy vehicles with communications, transportation, cities, energy, etc. is a development priority now and for a long time to come. How can the integrated development of automobiles and related industries be promoted during the “15th Five-Year Plan” period?
Guo Shougang:
Thanks for the question. Intelligent connected new energy vehicles integrate various transformative technologies such as new energy, new materials, the Internet, artificial intelligence, etc., to promote the transformation of automobiles from simple means of transportation to mobile smart terminals, energy storage units, and digital spaces. Cross-border integration has become a typical feature of industrial development. The executive meeting of the State Council pointed out that it is necessary to build an industrial ecosystem with integrated development of “vehicle energy and road clouds”, which points the direction for us to promote integrated development in automobile-related fields. Earlier, we have already promoted the development of vehicle energy interaction and vehicle-road collaboration by organizing and carrying out work such as a pilot zone for comprehensive vehicle electrification in the public sector and the “vehicle-road cloud integration” pilot. The next step is to further deepen the three areas of work on the basis of the existing one.
Further deepen integration with information and communication. Accelerate large-scale deployment of network infrastructure such as 5G/5G-A and C-V2X direct connection communication, and build a secure and reliable mobile network system that combines high and low levels, ubiquitous intelligent connectivity, and is safe and reliable. Promote large-scale loading applications of technologies such as direct-connected satellites and Beidou systems, and expand multi-scene networking adaptability. Coordinate and optimize the layout of multi-type computing power infrastructure to accelerate flexible scheduling of heterogeneous computing power resources. Connect everything with the Internet, drive intelligence with computing power, and promote two-way empowerment and collaborative evolution between vehicles and networks.
Further deepen integration with transportation and urban development. Promote digital upgrading and transformation of traffic lights, traffic signs, etc., promote large-scale deployment of roadside sensing facilities according to local conditions, and open up cross-industry information platform connectivity. Promote pilot “vehicle-road cloud integration” applications for intelligent connected vehicles, accelerate multi-scenario applications such as autonomous urban logistics and smart passenger vehicles, and promote the deep integration of autonomous driving with logistics and travel.
Further deepening integration with energy. Accelerate the improvement of charging and switching infrastructure networks, scientifically lay out high-power charging facilities, and reinforce shortcomings in the construction of rural charging facilities. Accelerate large-scale interactive applications of vehicle networks, actively explore sustainable business models, and make vehicles mobile energy storage units. Promote the collaborative development of new energy vehicles with green electricity and green hydrogen energy, and increase the promotion of new energy heavy trucks in main line logistics and short-distance transportation scenarios.
China News Service:
Recently, relevant departments have formulated and issued mandatory national standards such as “Safety Requirements for Autonomous Driving Systems for Intelligent Connected Vehicles” and “Safety Requirements for Combined Driving Assistance Systems for Intelligent Connected Vehicles”. What progress has been made in the internationalization of China's automobile industry in recent years? The “15th Five-Year Plan” period is a critical period for China's automobile industry to go overseas and enhance its competitiveness in the international market. How can we further promote the formation of a new situation of international cooperation?
Cao Wen:
Thanks for the question. The Party Central Committee and the State Council attach great importance to the international development of the automobile industry. The Ministry of Commerce, together with relevant departments, resolutely implemented the central government's decisions and arrangements, and continued to make efforts in various areas such as service, promotion, management, and security. Together with industry enterprises, it has made important progress in promoting the internationalization of the automobile industry, showing four characteristics:
First, the scale of exports continues to grow. According to customs statistics, in 2025, China exported 8.32 million vehicles, a record high. Automobile exports have maintained a good growth trend since this year. The international recognition of Chinese brands continues to increase, providing overseas consumers with more high-quality and affordable travel options.
Second, cooperation methods are becoming more and more diverse. Various cooperation methods such as vehicle exports, spare parts cooperation, brownfield investment, green space investment, and technical licensing have been developed in parallel. A cooperative ecosystem covering all aspects of design, manufacturing, sales, and service has been initially established, which has responded positively to the host country's development demands and effectively promoted the joint development of the upstream and downstream global automobile production supply chain.
Third, the “circle of friends” is getting wider and wider. China's automobiles have been sold to more than 200 countries and regions around the world. Chinese companies have invested in vehicle and parts manufacturing in more than 80 countries and regions abroad. The integrated development of trade and investment is deepening, and the network of partners in the automotive supply chain continues to expand.
Fourth, the highlights of green intelligence stand out. In the first half of 2026, NEV exports accounted for more than 40% of China's automobile exports. Some car companies use intelligent advantages as breakthroughs to open up high-end overseas markets. China's intelligent connected new energy vehicles go overseas to provide strong support for the world to cope with energy shortages and accelerate green and digital transformation.
The internationalization of the automobile industry has achieved positive results. It is the result of the joint efforts of all parties, especially the result of automobile companies' innovative, enterprising and pioneering efforts. During the “15th Five-Year Plan” period, the Ministry of Commerce will thoroughly implement the decisions and arrangements of the Party Central Committee and the State Council, adhere to integrated development and safety, promote international cooperation in the automobile industry supply chain through integrated trade and investment, and focus on four areas of work with relevant departments:
The first is to improve the automobile industry's overseas policies and measures. The “15th Five-Year Plan” for the development of the intelligent connected NEV industry has been officially released. In accordance with the relevant plans and arrangements, we will further strengthen top-level design and policy guidance for the international development of the automobile industry, actively participate in international rule-making, deepen regional cooperation, promote the implementation of international capacity leapfrogging projects, and create more favorable conditions for enterprises to enhance their international management capabilities and level and cultivate a good brand image.
The second is to improve the comprehensive overseas service system. In 2025, the Ministry of Commerce and relevant departments issued the “Guiding Opinions on Further Improving Overseas Integrated Service Systems”. We will continue to promote the construction of an overseas integrated service system, build a “one port, one stop, one platform”, give full play to the role of industry business associations, institutions and industry cooperation alliances, etc., and jointly provide better service support for international cooperation in the automobile industry supply chain.
The third is to strengthen compliance for enterprises to go overseas. Recently, the Ministry of Commerce, together with the Ministry of Industry and Information Technology and the General Administration of Market Regulation, issued the “Guidelines for Establishing Overseas Competition Behavior and Compliance in the Automobile Industry”. This is the first work guide for overseas compliance in the automotive industry. We will give full play to the guiding and demonstration role of this guideline as well as compliance guidelines such as corporate integrity and social responsibility overseas, and continuously improve the construction of overseas compliance systems for enterprises in the automobile industry to ensure the steady and far-reaching travel of enterprises in the automobile industry.
Fourth, strengthen the protection of companies' overseas interests. The State Council has issued “Regulations on Foreign Investment” and “Regulations on Supply Chain Safety in the Industrial Chain”, and the Ministry of Commerce has also issued and implemented the “Industrial Chain Supply Chain Safety Investigation Work Measures”. We will further enhance the safety and security capabilities of the production and supply chain, strengthen overseas risk monitoring, early warning, prevention and control, resolutely safeguard the legitimate rights and interests of our company, and more effectively protect Chinese enterprises, including automobiles, when going overseas.
China Securities Journal:
Recently, the four departments jointly issued the “Notice on Launching Special Actions to Improve the Consistency and Quality of Road Motor Vehicle Product Production”. What are the main tasks carried out to improve the safety level of vehicle products? What are the future work considerations?
Guo Shougang:
Thanks for the question. In recent years, automobile manufacturers have continued to increase investment in R&D to improve manufacturing capabilities and quality management levels, and the quality performance of Chinese brand cars has been steadily improving. However, there are also cases where some companies unilaterally pursue cost reduction and ignore product quality requirements. Some companies apply technology or designs that have not been fully tested and verified, causing potential product quality and safety hazards.
In order to further secure the safety bottom line of vehicle products and protect the legitimate rights and interests of consumers, the Ministry of Industry and Information Technology, together with relevant departments, recently organized a special action to improve the consistency and quality of road motor vehicle product production.
The first is to organize and carry out self-inspection and rectification of enterprises. Focus on four key issues, including production consistency, reliability, durability, and new technology testing and verification, and hold symposiums for key manufacturers to investigate hidden product safety risks and maintain a fair competitive market order; hold symposiums for road motor vehicle inspection and inspection agencies to consolidate the “gatekeeper” responsibilities of inspection and inspection agencies for product safety.
The second is to strengthen unreasonable innovative design and R&D testing and verification management. Together with relevant departments, we are studying and preparing the “Notice on Further Strengthening the Management Work Related to Innovative Design, R&D, Testing and Verification of Automotive Products”, which will guide automobile manufacturers to strengthen product innovation design safety assessments and R&D testing and verification of comprehensive reliability and environmental adaptability by improving technical requirements related to technical review and evaluation, etc., to improve the safety level of automobile products.
The third is to strengthen supervision and inspection. Recently, we, together with relevant departments, have carried out on-site inspections on more than a dozen key automobile and motorcycle manufacturers and 6 inspection and testing institutions. During this period, the manufacturer randomly sampled sample vehicles, power batteries, etc., and carried out inspections. At the same time, we also publicly revealed typical cases of consistency issues in the production of 2 batches of products, involving 31 automobile manufacturers, and further urged enterprises to pay more attention and speed up rectification and upgrading.
In the next step, we will issue implementation policy documents as soon as possible to speed up the revision of standards such as product reliability and environmental adaptability, prevent products with unreasonable innovative designs and insufficient R&D, testing and verification from entering the market; achieve full inspection coverage for key automobile and motorcycle manufacturers and inspection and testing institutions, increase the exposure of typical cases, further standardize the competitive order of the industry, and effectively safeguard the legitimate rights and interests of consumers.

Focus on the urgent needs of industrial development and safety supervision, formulate and publish national standards for automatic emergency braking systems, integrated driving assistance systems, autonomous driving systems, etc., to further clarify product development, manufacturing, testing, verification, operation and use requirements, and provide a basis for standardized application of new technologies and product quality improvement. Third, work on international standards is being advanced in depth. Actively participate in international standard coordination activities of international standardization organizations such as ISO and IEC, promote the transformation of China's technical solutions and practical experience into international standards, and continuously enhance China's participation and influence in the field of international standardization of intelligent connected new energy vehicles.
In promoting the effective connection between standards, testing and certification, we have focused on three areas of work. The first is to strengthen the collaborative development of standards and inspection and testing methods. While formulating product safety and performance standards, standards for simulation, site, road, etc. test methods are simultaneously improved, providing a basis for inspection and testing, and enhancing the operability and verifiability of standards. The second is to guide inspection and testing institutions to strengthen technical capacity building in accordance with standards, improve test equipment, test scenarios and evaluation procedures, and promote consistent, comparable, and mutual recognition of test results from different institutions. The third is to open up the whole chain of standard system revision - certification implementation - supervision and application - policy acceptance, and promote the effective implementation of standards as the technical basis for certification. Actively promote the inclusion of mandatory standards such as the safety of combined driver assistance and autonomous driving systems into CCC certification, and strengthen collaborative management with the Ministry of Industry and Information Technology.
In the next step, we will continue to improve the intelligent connected NEV standard system, strengthen the coordination and link between standards, inspection, quality certification, etc., strengthen the evaluation of the effectiveness of standard implementation, and support the high-quality development of the industry with high-level standards. Thank you!
China Industry and Information Technology News Network:
In the past two years, various industries, including automobiles, have experienced irrational competition, which has received widespread attention from the industry and society. The Ministry of Industry and Information Technology has also recently carried out governance work with relevant departments. What measures will be taken in the future to further standardize the competitive order and create a good market environment?
Guo Shougang:
Thanks for the question. As you mentioned, the phenomenon of irrational competition in the automobile industry not only causes significant waste of resources, but also distorts the efficiency of resource allocation, disrupts the competitive order of the market, and inhibits innovation vitality, and has become a major problem hindering the high-quality development of the automobile industry. Implement the decisions and arrangements of the Party Central Committee and the State Council. The Ministry of Industry and Information Technology, together with relevant departments, formulates and implements standardized work plans, establishes industry enterprise exchange and consultation mechanisms, guides industry agencies to issue regulatory initiatives, collaboratively carries out tasks such as optimizing supplier accounts, vehicle product consistency supervision and inspection, network chaos remediation, key enterprise supervision and research, optimizing industrial layout guidance, etc., and promoting governance through a comprehensive policy system. Overall, through the joint efforts of all parties, positive results have been achieved in the governance work. Business operations have become more rational. Internet chaos such as fighting a “war of words” and mutual shortening has been initially managed, the supplier billing situation has been effectively improved, and the industrial competition order is returning to rationality.
However, at the same time, we are also keenly aware that the problem of irrational competition in the automobile industry is stubborn and complex, and requires the entire industry to work together for a long time. In the next step, we will further strengthen departmental collaboration, strengthen legalization, continue to promote the work of standardizing industrial competition and order in the spirit of “nail nails,” and protect the high-quality development of the industry.
The first is to continue to standardize the competitive order in the industry. Deeply rectify network chaos in the industry and guide and standardize new car launches and product evaluation activities. Strengthen supervision and reform of car companies that have extended account periods in disguise, and raise the level of standardization and institutionalization of account payments. Strengthen supervision and enforcement of suspected illegal acts, and resolutely maintain a healthy, orderly and clean market environment.
The second is to play a leading role in standards. Implement special actions to raise automobile standards, improve standard requirements such as key components, vehicle durability and reliability, speed up the formulation of standards such as automatic parking and safety incident data exchange, promote the “promotion and strengthening” of a number of new energy vehicle standards, and guide enterprises to get rid of their dependence on low cost routes and win the market with technology, quality and service.
The third is to adhere to the bottom line of quality and safety. Work with relevant departments to carry out in-depth actions to improve the production consistency and quality of road motor vehicle products, further strengthen the work related to entry review, testing and verification of innovative design of automobile products, step up product quality supervision and inspection efforts, and seriously deal with problematic automobile companies in accordance with the law and regulations.
Fourth, improve and perfect institutional mechanisms. Accelerate the legislative process of the “Regulations on the Administration of Motor Vehicle Production Entry”, and improve the “entry and exit” dynamic management mechanism. Promote group management of automobile manufacturing enterprises, improve the efficiency of resource allocation, and promote the withdrawal of backward production capacity according to law and regulations. Give full play to the role of industry organization, strengthen industry self-discipline, and jointly promote the construction of industrial ecology.
