The Ministry of Industry and Information Technology recently issued the “Implementation Plan for the “Artificial Intelligence+Software” Special Action. The “Plan” proposes that by 2028, the level of intelligence in the software and information technology service industry will increase markedly, cultivate a number of high-level intelligent programming tools and intelligent development platforms, promote applications covering more than 20,000 software enterprises, achieve remarkable results in intelligent software upgrades, organize and implement 100 intelligent technology reform projects for software enterprises, accelerate the emergence of new forms of software represented by smart software, and create 100 intelligent software benchmark applications in key industries. Information technology services will leap towards intelligence and value, forming a number of deep industry application solutions and typical scenarios. Positive progress has been made in building an open and collaborative open source community, and more than 5 high-quality open source projects have been incubated. By 2030, the integrated development of artificial intelligence, software and information technology services will achieve a new leap forward. Key software will be fully upgraded. New business formats such as intelligent programming, intelligent software and intelligent services will become new growth poles for the industry, and several open source communities and industrial clusters with international influence will be built to push China's software and information technology service industry to seize the high ground of the global value chain.
