In order to further improve the management mechanism for narcotic drugs in medical institutions, guarantee reasonable clinical needs, and prevent illegal channels, the National Health Commission, the State Administration of Traditional Chinese Medicine, the State Administration for Disease Control and Prevention, and the Logistics and Support Department of the Central Military Commission issued and implemented in 2005, the “Regulations on the Administration of Narcotic Drugs and Class I Psychotropic Substances in Medical Institutions” were revised and formed, which will be implemented on October 1, 2026. The “Administrative Regulations” consist of 11 chapters and 73 articles, focusing on key aspects such as procurement, storage, dispensing, use, recycling, and destruction of narcotic drugs, and detailed and perfected various management requirements. The first is to expand the scope of application from medicinal narcotic drugs and class I psychotropic drugs to all medicinal anesthetic drugs. Second, the internal management systems and training and assessment requirements of medical institutions have been refined, and the management of key departments such as pharmacies, anesthesiology departments, and operating rooms, as well as working mechanisms such as recycling and destruction, safety and emergency response, etc. have been improved. Third, provisions relating to informed consent have been added. Physicians are required when prescribing prescriptions for patients who intend to leave medical institutions to use narcotic drugs, to fully inform them of the legal nature of narcotic drugs that may involve drug crimes. Prescribing narcotic drugs to minors requires the written informed consent of their guardians. Fourth, actively play the role of informatization in the management of narcotic drugs in medical institutions. Promote the use of digital intelligence technology to strengthen the whole process management of narcotic drugs in medical institutions and improve management efficiency.
