The Zhitong Finance App learned that on September 8, Cai Jieming, Permanent Secretary General of the Hong Kong Bureau for Innovation, Technology and Industry, delivered a speech at the launch ceremony of the “Hong Kong and Hong Kong Go to Sea - Guangzhou and Hong Kong Sailing Together to Explore New Opportunities”, saying that this year is the beginning of the National Fifteenth Five-Year Plan. The country clearly supports Hong Kong in building an international innovation and technology center and a highland for high-end international talents. At the same time, it proposes to build a modern industrial system, promote the deep integration of scientific and technological innovation and industrial innovation, develop new productivity according to local conditions, and further consolidate and enhance the role of the Guangdong-Hong Kong-Macao Greater Bay Area as a driving force for high-quality development.
In order to better match the national strategy, the SAR government is formulating Hong Kong's first five-year plan. Innovative technology and industrial development are key components of it. Hong Kong's innovation and technology layout is centered around three innovation and technology parks and five major R&D institutions. Currently, the innovation layout of the three major parks in the South, Central, and North is basically implemented — Cyberport in the south, Hong Kong Science Park in the north-central region, and the Hetao Hong Kong Park in the north, each with a division of labor, creating favorable conditions for gathering international innovation and technology resources and talents. Among them, the Hetao Hong Kong Park is one of the major cooperation platforms between Guangdong, Hong Kong and Macao under the national plan. As of July 2025, it has attracted more than 100 technology companies and institutions to enter, and the first two wet laboratory buildings can be fully leased out; as a natural extension of Hetao, Xintian Science and Technology City will provide 210 hectares of innovation and technology land to undertake the transformation and industrialization of Hetao's scientific research achievements, making Hong Kong an important node in the Greater Bay Area and the national innovation system.
Hong Kong and Hong Kong have always been very close partners. Guangzhou and Hong Kong each have their own strengths. They have world-class scientific research capabilities, a complete manufacturing system and rich application scenarios; they can work together to support more enterprises to establish themselves in the Greater Bay Area and go international. Hong Kong can give full play to its role as a super contact and super value-added person. Mainland enterprises can make good use of Hong Kong's advantages in scientific research cooperation, professional services and international networks to connect with global resources and explore new markets.
The HKSAR Government has also been actively assisting mainland enterprises to make good use of Hong Kong's platforms to reach the world. As of June 2026, the Innovation, Technology and Industry Bureau has supported more than 650 promising or leading innovation and technology enterprises interested in developing, settling in or expanding their business in Hong Kong. Recently, the HKSAR Government launched three HK$10 billion schemes to support the development of innovation and technology enterprises from various aspects. Among them, the Industry-University-Research 1+ Program supports university research teams in the form of matchmaking to transform and commercialize research results, promote industry-university-research cooperation, and accelerate the implementation of scientific research results; the New Industry Acceleration Program supports enterprises engaged in strategic industries to establish new intelligent production facilities in Hong Kong to promote advanced manufacturing and new industrial development; and the Innovation and Technology Industry Guidance Fund leverages the leading and leveraging role of government capital to guide more social capital to invest in the innovation and technology industry and support the development of strategic emerging and future industries.
Choi Kai-ming added that last month, the Sui-Hong Kong New Quality Productivity Empowerment Center was officially unveiled in Hong Kong, further deepening cooperation between the two places in scientific and technological innovation, industrial upgrading, and enterprise internationalization. Today's special promotion conference is another great platform for communication. We expect more Guangzhou enterprises to make good use of Hong Kong's advantages to bring high-quality products and innovative achievements to a wider market; at the same time, we also hope that the two places will continue to strengthen innovation and industrial collaboration to jointly add new momentum to the high-quality development of the Greater Bay Area.
