The Ministry of Finance will issue 300 billion yuan of special treasury bonds in the near future to actively support eight central financial enterprises to supplement their core Tier 1 capital. This is after the Ministry of Finance issued 500 billion yuan of special treasury bonds in 2025 to inject capital into four major state-owned banks: Bank of China, China Construction Bank, Bank of Communications, and Postbank. The country once again used special treasury bonds to supplement the core tier 1 capital of central financial enterprises. For the Industrial and Commercial Bank and the Agricultural Bank, the ability to withstand risks and invest in credit will be enhanced after capital is replenished. This means that banks have more “ammunition” to support key areas such as scientific and technological innovation, green development, and the inclusion of small and micro enterprises, and inject more financial “living water” into the real economy. Industry insiders estimate that a capital injection of 200 billion yuan can leverage a credit increase of about 2 trillion yuan.
