Opinions on promoting the high-quality development of classic historical industries

Classic historical industries refer to traditional Chinese characteristic industries with rich cultural heritage, such as silk, tea, porcelain, traditional Chinese medicine, brewing, arts and crafts, and the four treasures of literature. They are the wisdom crystallization of Chinese civilization and a national treasure. They have accumulated the great creativity of the working people and the Chinese nation's relentless pursuit of a better life over thousands of years. Vigorously developing classic historical industries is an effective way to expand domestic demand and boost consumption. It is an important part of inheriting Chinese civilization and enhancing cultural self-confidence.

I. General Requirements

Guided by Xi Jinping's ideology of socialism with Chinese characteristics in the new era, thoroughly implement the spirit of the 20th National Congress and the 20th Plenary Session of the CPC, earnestly implement the arrangements of the Fourth Plenary Session, adhere to the close integration of expanding domestic demand, benefiting people's livelihood, and promoting consumption, grasp the relationship between inheriting traditional roots and strengthening the innovation of the times, stimulating cultural values and creating economic benefits, maintaining national characteristics and integrating with international fashion, and consolidate and enhance the position and competitiveness of classic historical industries in the global industrial division of labor. By 2028, cultivate 50 leading enterprises on a scale of 10 billion, shape 100 famous Chinese consumer products, build a number of 100 billion characteristic industrial clusters, and form an industrial layout with hierarchical distribution and complementary advantages. By 2030, cultivate and form a number of world-class enterprises and well-known brands to promote the middle and high-end of the global value chain.

II. Strengthen the overall planning of historical and classic industries

(1) Consolidate the foundation for industrial development. 4. Promoting the diversified and integrated development of historical and classic industries

(10) Promote the deep integration of “historical classics+culture”. Encourage the creation of works such as film, television, literature, music, animation, performing arts, games, and documentaries on classic historical industries. Support classic famous enterprises, cultural and creative institutions, non-genetic inheritors, etc. to develop cultural and creative products, intangible heritage goods, and characteristic cultural products with cultural connotations, aesthetic and practical functions of the times. Local authorities are encouraged to rely on characteristic industrial resources and related immovable cultural relics to host themed cultural events and rural cultural industry creative contests. Set up historical and classic industry-themed experiential workshops, village art workshops, and intangible heritage workshops according to local conditions, and use modern information technology to reproduce production scenarios and processes.

(11) Build a full chain ecosystem of “historical classics+tourism”. Support the deep integration of classic historical industries with red tourism, industrial tourism, sports tourism, and rural tourism, etc., and launch characteristic industrial tourism routes rich in cultural content and adapted to the cultural interests and consumption habits of domestic and foreign tourists. Encourage the introduction of mindfulness programs such as tea ceremony training and handmade embroidery in health institutions, tourist places, and country houses. Promote the construction of a number of health facilities with industrial experience and health functions, and provide immersive and healing leisure and vacation services.

(13) Explore innovation in the “historical classic+education” model. Support places that are in a position to do so to carry out research and practice activities on classical historical industries, and guide students to experience techniques with non-genetic recipients, masters of arts and crafts, and famous rural craftsmen according to local conditions. 5. Cultivate a good ecology for high-quality development of classic historical industries

(15) Strengthen trademark brand building and promotion. Strengthen the development of brand value evaluation standards for classic historical industries, and promote brand value evaluation and application of results. Support the market-based holding of historical and classic industry fairs, encourage the establishment of exhibition areas for classic famous products in urban cultural living rooms, transportation hubs, key business districts, etc., and support the use of new media platforms to post live or short video works with content and depth. Encourage local authorities to carry out quality chain work for classic historical industries, speed up the development and supply of national standards for classic historical industries, and focus on filling up shortcomings in product quality, process specifications, and green production standards. Implement leading actions for classic famous enterprise standards, organize and formulate implementation application guidelines for industrial standards, and strengthen the promotion of standard application and evaluation of implementation effects. Support advantageous fields such as silk, porcelain, traditional Chinese medicine, and tea to participate in the revision of international standards.

(17) Strengthen policy support. Give full play to the role of national industrial and financial cooperation platforms and relevant local policies, encourage financial institutions to launch financial products and services adapted to the characteristics of the industry in accordance with the law, and support pledge financing with intangible assets related to trademarks, patents, copyrights, etc. Strengthen policy coordination in finance, finance, science and technology, trade, environmental protection, etc., encourage local authorities to make good use of existing funding channels, guide social capital investment, and support eligible historical and classic industries.

(18) Accelerate the continuous development of talents. Improve professional standards that meet the characteristics of traditional skills, implement the “New Level 8 Worker” vocational skill rating system, and clear career development channels for skilled workers with traditional skills. Support local authorities to incorporate technical talents from classic historical industries into the skilled talent evaluation system in line with reality, and include highly skilled talents in talent classification catalogs and within the scope of direct settlement in cities.

6. Accelerate the internationalization of classic historical industries

(19) Build a multi-channel overseas platform. Give full play to the role of high-quality multilateral cooperation mechanisms such as the “Belt and Road”, the Regional Comprehensive Economic Partnership Agreement, and the Shanghai Cooperation Organization, make good use of open platforms such as the Pilot Free Trade Zone and the Hainan Free Trade Port, and strengthen international cooperation in the fields of technology, standards, and markets. Select celebrities to act as ambassadors for overseas communication, encourage the establishment of “village broadcasts, travel broadcasts, and art broadcasts” promotion platforms, and create logo products such as “Chinese gifts” and “Guochao boutiques.” Support famous classic companies to participate in well-known domestic and foreign design contests and quality awards, and promote the integration of historical classic products into the international high-end consumer market.

7. Strengthen organizational implementation

The Ministry of Industry and Information Technology should work with relevant parties to strengthen coordination, consolidate work responsibilities, and promote the formation of joint work efforts. All relevant departments should follow the division of responsibilities, refine work initiatives, and ensure that all tasks are carried out in an orderly manner. Based on local reality and industrial characteristics, all regions should strengthen industrial support and precise guidance, summarize and promote typical experiences and practices, and actively explore innovative paths for the protection, inheritance and high-quality development of classic historical industries.
