The core logic is: if you build a factory in the US, you don't need to pay tariffs; but if you don't build a factory in the US and want to enter the world's largest market, be prepared to pay tariffs.” He said, “Our semiconductor industry is bound to succeed, and our chips must be manufactured in the US.”
