Since 2025, through integrated policies and optimized services, Liaoning has vigorously promoted the “conversion of wood to steel” for marine fishing vessels, and used this as an entry point to solve multiple problems such as fishing vessel compliance, safety at sea, and fishing order. As of July 2026, Liaoning has begun upgrading more than 1,700 fishing vessels, effectively improving the safety of fishing boat operations.
