Recently, the State Council Safety Committee Office, in conjunction with the Ministry of Transport and the Ministry of Agriculture and Rural Affairs, held a video dispatch conference to analyze the current water safety situation and risk challenges, and further promote the “Special Remediation of Marine Fishing Vessel Production Safety” and “Common Management of Commercial Fisheries” actions. The conference pointed out that the overall water safety situation has stabilized and improved since this year, but some “key personnel” such as shipowners and skippers focus on safety and deliberately break the law; some supervisory authorities are “loose and weak” in water safety enforcement; in some regions, “shared party and government responsibility” leadership is not strong enough; investigation and prosecution of water accidents is not serious; new and old water safety risks are intertwined and superimposed.
