In the first half of this year, the country's coal power generation was 2.5 trillion kilowatt-hours, accounting for 49.7% of total power generation, falling below 50% for the first time in history. This is a phased achievement of China's continuous promotion of non-fossil energy substitution over a long period of time, demonstrating the positive results of China's continuous promotion of a clean and low-carbon energy transition.

Among the main types of power supplies, coal power technology is relatively mature, relatively low in cost, and more comprehensive in functions. It can respond quickly and stabilize output during critical moments such as peak supply guarantee and extreme weather. During the “15th Five-Year Plan” period, coal power will continue to be an important support for ensuring the safe and stable supply of electricity and promoting the consumption of new energy sources. Thank you for your question. As you just mentioned, in recent years, China's precipitation pattern has changed markedly. In particular, the northern region is gradually showing a trend of warming and humidity. The sudden and extreme nature of floods is becoming more and more prominent, putting forward new requirements for water conservancy infrastructure. In our specific work, we have always insisted on putting people first and life first, firmly establishing a bottom line mentality and extreme thinking, grasping the new characteristics and rules of flood disasters, relying on flood control engineering systems in watersheds such as embankments, reservoirs, and flood storage and retention areas, increasing central investment support, and focusing on building three major lines of defense.

The first is to strengthen flood control and management of rivers and give full play to the basic role of embankments. Comprehensively promote the construction of embankments in large rivers and lakes. In particular, accelerate the construction of projects such as embankment reinforcement in the upper reaches of the Yellow River, flood control treatment of the Huai River into the waterway, and the backbone of the Haihe River, and comprehensively promote the management of key river systems such as the Weihe River, the Shaying River, and the Luanhe River to form a completely closed flood control protection circle. We have also taken note of the comments. We believe that the so-called “China squeeze” is another attack and discrediting China based on a zero-sum game. The purpose is to maintain its own hegemony, attack and even deny other countries' legitimate right to development, and disrupt the overall situation of global cooperation! Here, I would like to emphasize three points.

First, we insist on building on our own national conditions and development needs, and we will unswervingly promote Chinese-style modernization. There is no one-size-fits-all modernization model in the world, nor is there a one-size-fits-all modernization standard. According to the “China squeeze” rhetoric, all countries must use the same development model and the same development standards to advance modernization; otherwise, it will squeeze other countries' development space. This logic is completely wrong. China has completed hundreds of years of industrialization in developed countries, relying on institutional innovation and path exploration based on national conditions. This has not only provided valuable lessons for other developing countries, but has also contributed China's solutions and Chinese wisdom to mankind's exploration of a better social system.

Second, adhering to the people-first development concept and value orientation, China will unswervingly follow a new industrialization path adapted to its national conditions and stage of development. The author of the “China squeeze” argument believes that not following the development path of individual developed countries is to squeeze other countries' development space; this is completely untenable. As a large country with a population of more than 1.4 billion, our industrialization has always aimed at meeting the growing needs of the largest number of people for a better life. While maintaining a reasonable share of manufacturing, we actively promote the optimization and upgrading of the industrial structure.
