Barclays said that the US treasury bill market is capable of withstanding larger bond repurchases, and the upper limit of short-term debt sales depends on whether the Treasury is willing to continue to expand this market. Barclays strategist Samuel Earle wrote in a report: “The market's ability to absorb treasury note issuance is enormous,” and pointed out that $7 trillion of outstanding treasury bills roll over every three months. “During July and August, the Ministry of Finance made a net issuance of about $500 billion of new treasury notes to the private sector as planned, and there was little fluctuation in the treasury bill market.”
