Promoting adaptation means deepening capacity management in key industries such as steel and cement, strictly implementing capacity replacement policies, implementing dynamic capacity risk early warning for key products, optimizing industrial layout, so that resources can converge with advanced production capacity, and achieve a “two-way movement” between supply and demand. The energy improvement level is to further promote digital transformation, deepen the application of artificial intelligence in material development and production processes, speed up research on green and low-carbon technologies such as hydrogen metallurgy, step up efforts to upgrade old petrochemical equipment, and comprehensively improve the level of intelligence, greening and safety in the industry. Second, to strengthen the safety and security of the resource industry, the core is to stabilize supply and increase success. Third, to lead the innovation and development of the advanced materials industry, the core is to focus on the cutting edge and relieve pain.
