Recently, the Group, as the lead unit of the consortium, successfully won the bid for the 2026-2027 Xi'an Smart Transportation Construction Project of the Xi'an Municipal Public Security Bureau Traffic Management Detachment, with a total bid amount of RMB 245 million (hereinafter referred to as “this project”), marking the beginning of large-scale implementation of the company's “AI+ Open Source Hongmeng” dual-engine strategy on the smart transportation core vertical track.

This project is based on the overall high-quality urban development situation in Xi'an, with the core goal of comprehensively improving the modern management capabilities of urban traffic. Through systematic and global construction, the project will build an intelligent, refined, autonomous and controllable urban traffic management system. The core construction content is divided into three major sections:

1. Build an AI-driven collaborative scheduling system to achieve closed-loop control of traffic governance

Relying on the top-level design of smart transportation and the overall architecture of an autonomous and controllable digital base, this project breaks through multi-departmental data barriers such as public security traffic management, transportation, meteorology, and government data, and builds a traffic management subsystem for a smart traffic dispatch management platform. Relying on the core technology of artificial intelligence, we strengthen real-time investigation, judgment and intelligent analysis of traffic conditions, achieve accurate traffic command scheduling and dynamic control, establish a closed-loop system for full-process business, greatly improve the level of intelligent and refined urban traffic dynamic management in Xi'an, and comprehensively optimize the ability to respond quickly and efficiently handle traffic emergencies.

2. Tighten the global intelligent sensing network and build a strong support for traffic data

The project covers the entire core area of Xi'an City (excluding suburban counties and Xixian New District), and is carrying out blind detection facilities at a total of 4,082 traffic points on municipal roads, highways, and national and provincial highways, of which 2,290 are being built in the first phase. Multi-dimensional mixed traffic flow data for pedestrians, motor vehicles, and non-motor vehicles is collected in real time through global sensing devices. Relying on AI intelligent algorithms, various traffic events such as road congestion, traffic accidents, and extreme weather interference are automatically identified to achieve second-level early warning and quick handling. At the same time, 145 traffic weather monitoring facilities and 85 sets of mobile sensing equipment will be built to provide high-quality, full-coverage data support for the efficient operation and intelligent decision-making of smart transportation platforms.

3. Launch open source Hongmeng large-scale applications to create a benchmark for localized smart transportation

This project focuses on the core requirements of localized replacement and intelligent upgrading of smart transportation equipment, and large-scale deployment of five types of core equipment equipped with the open source Hongmeng operating system, including Hongmeng computer controllers, dynamic traffic sensing devices, traffic incident video sensing equipment, electronic police capture equipment, and bayonet video capture equipment. Relying on the unified IoT platform, core application scenarios such as collaborative optimization of landing signals, special vehicle escort support, commercial and medical administration scenario information induction and promotion, collaborative response to illegal congestion, street crossing guarantee for special groups, and intelligent operation and maintenance of near-field equipment have been created to create an open source Hongmeng smart transportation demonstration model with great Xi'an characteristics.

As a major benchmark project, winning the bid is a landmark in the industry and has set a number of industry records:

First, the largest single urban smart transportation project in the country in 2026. As a national central city and a very large city with a population of 10 million, Xi'an ranks fourth in the country in terms of motor vehicle ownership. The traffic management scenario is complex and the demonstration value is extremely high. This project is the largest city-level smart transportation construction project with the largest single volume and the most complete construction dimensions in the country in 2026. It has many industry-pioneering technologies and benchmark application attributes, and has strong reference significance for the intelligent upgrading of transportation in megacities across the country.

Second, open source the largest single project since Hongmeng Ecological Construction. Since the launch of the open source Hongmeng ecosystem, this project has set a record for the highest bid amount, the largest installed capacity of Hongmeng equipment, and the largest carrying volume of Hongmeng technology in a single bid. It fully verifies the feasibility, stability and advancement of large-scale commercial use of open source Hongmeng technology in the vertical transportation industry, and is a major breakthrough in the core scenarios of Hongmeng ecological implementation of ToB and ToG.

Third, Open Source Hongmeng launched the first large-scale project in a serious management scenario for megacities. This project is the first time that the open source Hongmeng operating system has been deployed on a global scale in a serious business scenario with high safety, high reliability, and high stability requirements for megacity level traffic management.
