The State Drug Administration recently issued the cosmetics industry standard “General Rules for Cosmetic Product Standards”, which establishes the classification principles for the preparation of cosmetic product standards, stipulates the general requirements, elements and requirements for product standard content, is suitable to guide the preparation of cosmetic product industry standards, and will be implemented from January 1, 2027. The newly issued “General Rules” state that priority is given to setting standards for products that are innovative, unique, and require clear technical requirements related to products to protect consumer makeup safety, such as new or specific product forms, production process types, efficacy categories, applicable groups, packaging types, and delivery requirements. Where there are special requirements for raw materials, key production and processing steps, labeling, period of use, packaging, transportation and storage methods, etc., regulations shall be stipulated; cosmetic product standards shall set factors such as raw material requirements, technical requirements, inspection rules, net content, labeling, period of use, packaging, transportation and storage.
