During the “15th Five-Year Plan” period, the commercial, development and reform, industry and communications, transportation, agriculture, railways, civil aviation, postal and other departments of Yunnan Province will work in the same direction to accelerate the improvement of the “channel+hub+network” modern logistics system that unblocks the whole country and covers South Asia and Southeast Asia. In terms of improving the level of open logistics channels, Yunnan Province will focus on the “1+3+4+N” port construction layout, implement the “one port, one work plan”, speed up the renovation and expansion of infrastructure such as the Kunming Air Port, concentrate on building 40 key port construction projects, and strive to double the cargo customs clearance capacity of the province's ports to 160 million tons. Strengthen efforts to cultivate international multimodal transport routes such as China, Myanmar, China, Laos and Thailand, China and Vietnam, and operate international freight trains stably such as the “Central Asia Train +”, continue to expand the “golden route” effect of the China-Laos Railway, and improve smooth internal and external international logistics channels. In terms of playing the role of a logistics hub, Yunnan Province will deepen the “dual core, two wings and multiple points” construction layout, promote the expansion and upgrading of the Kunming International Dry Port, and make better use of Kunming's role as a hub city connecting major channels, gathering large logistics, promoting big trade, and nurturing big industries. Implement logistics hub function upgrading projects, relying on 7 national logistics hubs and 9 provincial logistics hubs across the province to promote global and functional networking among hubs, enhance hub operation and service capabilities, and promote the transformation of the channel economy to the hub economy. In terms of promoting logistics quality, cost reduction and efficiency, Yunnan Province will innovate and develop a new logistics model combining platform economy, low-altitude economy, and driverless driving to enhance the level of logistics organization, supply chain intelligence, and multimodal transport development, and promote open sharing of logistics public data.
