A senior Iranian official said in an interview with Reuters on the 17th that Iran has set a deadline of several weeks for the US to fully implement the Ibero-US memorandum of understanding, and Iran will not wait indefinitely for the US to continue to implement the maritime blockade. The official said Iran has decided to “shift its policy from defensive to all-out offensive” as “efforts to reach a permanent armistice agreement with the US are at an impasse.” The official said that if diplomatic efforts fail, “the Iranians are ready to escalate the tension in the Strait of Hormuz and the region. Iran's schedule will be passed on to the US through the mediator.” The United States and Iran announced the official text of the Memorandum of Understanding on June 17. Article 3 states that the US and Iran promise to negotiate and reach a final agreement within a maximum of 60 days. On August 17, the 60-day negotiation window set out in the memorandum of understanding expired. Due to serious differences over issues such as the Strait of Hormuz, the US-Iran negotiations reached an impasse, and no substantial progress was made.
