End users who have obtained the 2026 import tariff quota for the products listed in Article 1 of this Notice and have fully used it before the end of August, and new users who meet the application conditions specified in the relevant distribution rules but did not obtain the 2026 import tariff quota at the time of distribution at the beginning of the year may apply for redistribution of import tariff quotas for agricultural products. 3. Applicants must submit application materials for redistribution to the local Development and Reform Commission and competent commercial department from September 1 to 15. 4. The redistribution of import tariff quotas for food and cotton will be reported to the National Development and Reform Commission by the applicant enterprise from September 1 to 15 through the “single window” food and cotton import quota management system for international trade. Each province, autonomous region, municipality directly under the Central Government and planned separate municipalities, and the Xinjiang Production and Construction Corps Development and Reform Commission will report it to the National Development and Reform Commission and the Ministry of Commerce by September 18. The commercial departments of each province, autonomous region, municipality directly under the Central Government, planned separate municipalities, and the Xinjiang Production and Construction Corps will receive application materials from enterprises from September 1 to 15, upload the information contained in the redistribution application form to the agricultural product import tariff quota management system for online reporting. The compiled application materials for redistribution will be reported in writing to the Ministry of Commerce by September 18. 5.
