The US White House website released news on the 13th that President Trump signed a national security presidential memorandum on the same day, instructing the Department of Defense to revive the ship industry, resolve long-term issues in ship manufacturing and maintenance, and restore production capacity and competitiveness. The memorandum requires the Department of Defense to increase direct investment in the industrial base of the US shipbuilding industry based on the “Finnish model.” The White House said the “Finnish model” was first adopted by the US Coast Guard's medium-sized icebreaker project. According to this model, if foreign shipbuilders invest heavily in American shipyards and thereby create jobs and train the American workforce, then these foreign shipbuilders will be temporarily allowed to build up to two ships for the US at their parent companies located outside the US. The ships will be delivered quickly to fill the gap, while others on the US Department of Defense order will be built in “revitalized” US shipyards. The memorandum also directed the Ministry of Defense to establish a fifth naval shipyard to improve the maintenance capabilities of submarines and aircraft carriers. This will be the first time in over 80 years that the US has built a new naval shipyard. The memorandum also requires the establishment of a parts repair center to store and refurbish critical submarine components.
