The new regulations optimize housing security coverage, subsidy standards and processing procedures for talents, and comprehensively improve housing support policies for imported talents. The “Rules” make it clear that the house purchased to apply for a home purchase subsidy must be a house newly purchased after May 13, 2018. The time of purchase is based on the filing time of the housing purchase contract. The following talents who are employed in Haikou City for the first time after May 13, 2018 or who have started their own business in Haikou City for the first time and are actually working in Haikou City are covered by the “Rules” and are included in the corresponding housing security: those who are in the three categories A, B, and C of the high-level talents of the Hainan Free Trade Port and who meet the requirements of the province and city; those under the age of 50 who are in high level talent at the Hainan Free Trade Port can be relaxed to 55; full-time master's degree graduates under 40 and full-time undergraduate graduates under 35; those under 35 with intermediate professional titles or Technician professional qualifications or professional qualifications that the country and province have clearly stipulated that they can be hired for mid-level professional and technical positions; senior management talents introduced by headquarters economic enterprises; and other talents certified by the provincial and municipal governments to provide housing security.
