According to the announcement, the minimum import prices are: $21 per kilogram for polysilicon; $100 per kilogram for polysilicon ingots and wafers; $0.22 per watt for solar cells; and $0.38 per watt for solar modules. Meanwhile, the US will impose 15% ad valorem tariffs on polysilicon ingots and related derivatives listed in the annexes to the announcement. The relevant measures will take effect on December 4, 2026 at 12:01 a.m. EST. The announcement also authorized the Department of Commerce to establish a “return to America” incentive program. Companies that promise to build, refurbish, or expand polysilicon, silicon ingots, wafers, or solar cell production facilities in the US and start construction before January 20, 2029 can apply for exemption from Section 232 tariffs on some imported equipment and related products.
