The Zhitong Finance App learned that Spectral Capital, which provides international voice and SMS services to telecom operators, announced the IPO terms on Wednesday. The company plans to raise $15 million by issuing 3.3 million shares at a price of $4.50 per share.

Based on the proposed issue price, Spectral Capital's fully diluted market value will reach US$465 million.

Spectral has continued to operate as an operating company; however, for most of its development, the company's business was relatively small, focusing mainly on R&D, software testing, and intellectual property creation. Through a series of acquisitions completed in 2025, the company currently operates telecommunications and messaging infrastructure businesses and generates recurring revenue through mature commercial services.

Spectral Capital was founded in 2000 and plans to be listed on the NASDAQ under the stock code FCCN. Sentinel Brokers was the sole bookkeeper for this transaction.
