China's artificial intelligence industry is booming, and technological innovation has shown mass breakthroughs, entering a period of unprecedented activity. Artificial intelligence is becoming a “strong increment” for high-quality economic development: technologies such as large models, smart devices, and artificial intelligence chips are being iterated at an accelerated pace, product forms are constantly being enriched, and the scope of application is gradually expanding, accelerating artificial intelligence from “virtual” to “real”, and deeply reconstructing the geographical layout and industrial chain framework of global productivity.

The artificial intelligence industry chain is divided into a basic layer, a model framework layer, and an application layer. In 2025, the scale of China's artificial intelligence basic layer industry increased 59% year on year, accounting for 38%; the scale of the AI model framework layer increased 189% year on year, accounting for 7%; the scale of the AI application layer increased 22% year on year, accounting for 55%. China's artificial intelligence industry is highly concentrated. Beijing, Guangdong, Shanghai, Zhejiang, and Shandong are the leading provinces in the development of the artificial intelligence industry in China. Together, the five provinces account for more than 80% of the AI industry in China.
The artificial intelligence industry has the characteristics of broad boundaries, rapid product evolution, and accelerated integration with traditional industries. The Chinese Academy of Information and Communications Technology set up a special research team to collaborate with all sectors of industry, education and research, organize multiple rounds of research discussions, promote the development of relevant standards, and propose a system of methods for measuring the scale of the artificial intelligence industry on the basis of fully absorbing and drawing on existing industry statistics and scale measurement methods. The calculation method adheres to standard guidance. Based on publicly obtainable data and first-hand research data, it is possible to estimate the scale of China's entire artificial intelligence industry chain and subregion through the four steps of “determining boundaries,” “screening enterprises,” “calculation coefficients,” and “measuring scale.” The Chinese Academy of Information and Communications Technology has taken the lead in formulating two artificial intelligence-related industry standards. Currently, the two standards “AI-based Common Artificial Intelligence Industry Boundary Definition” and “AI-based Common Artificial Intelligence Enterprise Certification” have held a special interpretation conference on the standards to provide a unified basis for industry statistics, policy formulation, and enterprise practice.
