The National Development and Reform Commission and the National Energy Administration issued the “Fifteenth Five-Year Plan” for the construction of new power systems. The plan proposes to improve management systems, scheduling systems, market mechanisms and technical standards, implement detailed load management measures, give full play to the role of the market, guide the aggregation of distributed resources such as distributed power sources, adjustable loads, and electric vehicle charging infrastructure to participate in power peak cutting and filling valleys, and enhance the ability of electricity consumption side to collaborate and interact. By 2030, the country's demand side cutting capacity will exceed 100 million kilowatts.
