The Energy Law, which will come into effect in 2025, clearly stipulates that “the competent energy department under the State Council shall, together with relevant departments under the State Council, formulate and organize the implementation of a target for the minimum share of renewable energy in energy consumption”, which includes both renewable energy electricity consumption and non-electricity consumption of renewable energy. Second, including non-electricity consumption of renewable energy in the assessment is an important gripper for solving the power grid consumption problem and expanding the use of renewable energy.
