The “Regulations” will come into effect on October 1, 2026. Yan Rui, director of the Legal Working Committee of the Standing Committee of the Shanghai Municipal People's Congress, said that surveying and mapping is an important basic task to support economic and social development, serve national defense construction, and safeguard national security. The “Surveying and Mapping Law of the People's Republic of China” and related administrative regulations stipulate in detail the basic requirements for carrying out surveying and mapping activities. The “Regulations” further clarify the relevant requirements on the basis of the provisions of the superior law. Through local legislation, Shanghai will further regulate surveying and mapping activities, strengthen the application and safety supervision of geographic information, and provide strong legal guarantees to promote the high-quality development of surveying, mapping and geographic information services, and better coordinate development and safety.
