Publicity and education on the rule of law is a long-term basic task for a comprehensive country governed by law. On July 27, the “Ninth Five-Year Plan of the Central Propaganda Department and the Ministry of Justice on Carrying Out Publicity and Education on the Rule of Law” was released. The plan is clear. By 2030, the level of ability of leading cadres to work in accordance with the law and the rule of law literacy of citizens will continue to improve, and a good environment where the whole society advocates the rule of law, abides by rules, respects contracts, and maintains impartiality will be further formed; the “who enforces the law and who popularizes the law” legal popularization responsibility system will be thoroughly implemented, and the level of institutionalization, standardization and scientific level of rule of law publicity and education work will be improved comprehensively.
