The “Outline” of the national “15th Five-Year Plan” clearly supports Hong Kong's deep participation in high-quality joint construction of the Belt and Road Initiative. The National Development and Reform Commission, together with relevant departments, will actively support Hong Kong to enhance its status as an international financial center and expand international shipping and trade networks; accelerate the construction of an international innovation and technology center to expand the space for green development cooperation; polish the “gold sign” of the rule of law to help mainland enterprises sail overseas with professional services. Lin Dingguo said that Hong Kong is currently formulating its first five-year plan, which is more proactive and more systematic in line with the national development strategy. The next step is to use our strengths to build an important functional platform and international cooperation hub for high-quality joint construction of the “Belt and Road”; gather capital, projects, talents, technical standards and professional services to promote “go global” and “bring in” international resources; and promote practical cooperation with co-building countries in green development, digital economy, innovative technology, tourism and other new fields.
