The measures mentioned supporting innovators to implement control layer projects and consolidate the common foundation of agents around context engineering optimization, task persistence, multi-agent collaboration, and system expandability. Accelerate cross-model and cross-chip general-purpose smart device technology research, support innovators to continuously improve the middle layer software stack, develop key operators, frameworks, etc. adapted to the development of intelligent devices, promote adaptation and tuning with large autonomous models, and improve the length of complex task links and the stability of long-range task execution. Promote the construction of autonomous and controllable interconnection protocols, development frameworks and basic tool chains, promote open source and open access to key competency components, and enhance intelligent device development, deployment, operation management and cross-framework integration capabilities. Promote research on intelligent safe and controllable technology stacks, and enhance safety and security capabilities throughout the task execution process.
