The Finance Committee Office of the Shanghai Municipal Committee of the Communist Party of China, the Shanghai Development and Reform Commission and other departments issued “Certain Measures to Further Strengthen Technology Finance Services by Fully Utilizing Direct Financing Functions in Shanghai”, which proposed the construction of a direct financing pilot zone. Relying on the Shanghai equity investment agglomeration area and high-energy science and innovation clusters such as Zhangjiang Science City and Big Zero Bay, it is planned to build a direct financing pilot zone. Establish a policy evaluation and feedback mechanism, regularly sort out policy implementation blockages, promote timely resolution of implementation, and summarize and form empirical practices that can be replicated and promoted. Promote the formation of a high concentration of capital, talent, technology, and information within the pilot zone, and build a full-chain financing service system covering everything from “0 to 1” concept verification, to “1 to 10” incubation acceleration, to “10 to 100” industrial expansion.
