On promoting the high-quality development of the domestic service industry
A number of policy measures
The domestic service industry is an important field to promote consumption, benefit people's livelihood, and stabilize employment. In order to promote the high-quality development of the domestic service industry and better meet people's needs for a better life, the study proposes the following policies and measures.
I. Increase support for domestic service enterprises
(1) Cultivate domestic service brand enterprises. Encourage regions that are in a position to do so to support domestic service enterprises to innovate service models, explore intelligent scenarios, expand home care services, and promote the standardization, professionalization and industrialization of domestic service. (Ministry of Commerce, Ministry of Finance and other departments are responsible according to the division of responsibilities)
(2) Innovate domestic service insurance products. Encourage insurance companies to develop insurance products suitable for the domestic service industry, provide protection for risks such as personal injury, property loss, and liability faced by domestic service workers and employers, and effectively protect the legitimate rights and interests of all parties. (The State Administration of Financial Supervision and the All-China Women's Federation are responsible according to the division of responsibilities)
(3) Guide domestic service enterprises to participate in the construction of a long-term care service system. Support eligible domestic service companies to provide long-term care insurance home services. Domestic service workers are encouraged to actively participate in vocational training and vocational skill rating certification for long-term caregivers. (4) Strengthen social security for domestic service workers. II. Encourage local institutions to innovate and practice
(6) Explore the protection of relevant rights and interests. Support places that are in a position to do so to explore effective ways to protect the rights and interests of domestic service workers directly employed by families, such as rest time and privacy protection, in line with actual law. (Responsible for the relevant departments of the local people's government, supervised by the Ministry of Commerce and the Supreme People's Court)
(7) Guide enterprises to standardize employment. Support places in a position to do so to explore and formulate employment guidelines for domestic service enterprises, issue domestic service regulation agreements, and enhance the uniformity and standardization of administration of justice and law enforcement by courts, human resources and social security departments. (The relevant departments of the local people's government are responsible, guided by the Ministry of Commerce, the Ministry of Human Resources and Social Security, and the Supreme People's Court)
(8) Raise the level of openness in vocational education. Encourage cooperation between China and foreign countries to run schools in the field of domestic service, and explore the introduction of high-level domestic service vocational colleges from abroad to run schools in China. (9) Improve statistics on the domestic service industry. Support places in a position to do so to explore and improve the statistical classification of domestic service and optimize index calculation methods. III. Strengthening vocational skills training
(10) Enrich the supply of vocational skills training resources. Support leading enterprises in the domestic service industry, work with high-level vocational colleges and universities to take the lead in building industry-industry-education integration communities, and support the construction of urban maternity and education consortia where conditions are available. Coordinate investment and other funding channels within the central budget to support vocational colleges and universities to build practical training bases for integrating domestic service, industry and education. Guide domestic service vocational training institutions to be equipped with a team of full-time and part-time teachers suitable for the scale of operation and occupation (type of work), and can hire highly skilled personnel with rich practical experience and technical expertise to undertake teaching tasks for enterprises, industries, etc. (The Ministry of Human Resources and Social Security, the National Development and Reform Commission, the Ministry of Education, and the Ministry of Commerce are responsible according to the division of responsibilities)
(11) Improve the vocational skills assessment system. Revise and improve national professional standards for occupations (types of work) related to domestic service, and optimize the method for determining vocational skill ratings. Support industry associations to carry out vocational skill rating certification for domestic service workers. Support places that are in a position to do so to establish a list of overseas professional qualifications in the field of domestic service. (12) Optimize the functions of human resources service agencies. Organize human resources service institutions in the domestic service sector that are in a position to do so to establish unified human resources supply centers, allocation centers, management centers, and evaluation centers. (13) Raise the level of competition promotion training. Promote the establishment of domestic service competition programs in the National Vocational Skills Competition, and host the National Women's Domestic Service Vocational Skills Competition. Encourage local or interregional domestic service vocational skills contests, and support industry associations to organize domestic service vocational skills contests. 4. Establish and improve a credit information platform system
(14) Strengthen credit information verification functions. Control and rectify illegal purchases and use of personal information, and use platforms such as domestic service credit information to collect and enrich multi-dimensional credit data for domestic service personnel. It relies on the Ministry of Public Security's credit information sharing and service platform to provide credit verification services for domestic service personnel. The Ministry of Commerce provides domestic service personnel credit verification services to the domestic service personnel (or enterprises, consumers, local government platforms authorized by the domestic service personnel themselves) in accordance with the application of domestic service workers. (15) Strengthen credit information sharing. Improve interdepartmental information sharing mechanisms to automatically compare departmental information. Domestic service workers are encouraged to upload information such as commercial insurance company application records, long-term caregivers, nursing care workers, and female domestic service workers to the Ministry of Commerce's domestic service credit information platform. Strengthen the application of credit rating classification management results of operational human resources service agencies in the field of domestic affairs. 5. Consolidate the foundation for industry development
(16) Improve the model text of the contract. Focusing on the rights and obligations of all parties involved in domestic service, privacy protection, commercial application of smart devices, etc., the model text of the “Domestic Service Contract” was revised and published to clarify the responsibilities of all parties involved. (17) Strengthen the development and application of standards. Accelerate the revision of the national standard “Classification and Evaluation of Domestic Service Agencies”, and support industry associations and third party agencies to evaluate domestic service enterprises based on the standards. Support industry associations, domestic service enterprises, or third party organizations to explore and formulate standards in the fields of digitization of domestic service, risk management of household services, service privacy protection, etc., and transform them into national standards when conditions are ripe. Promote the application of the “Evaluation of Women's Domestic Service Agencies” group standards and the “Women's Domestic Service Agency Evaluation Guidelines (Trial)”, and encourage women's federations at all levels to carry out evaluation activities. (19) Strengthen price supervision. Where domestic service enterprises implement grade management for domestic service workers and use this to differentiate prices, they must establish reasonable grade standards based on key information such as the employees' length of employment, work experience, skill rating certificates, and user evaluations, and clearly label prices to consumers. Domestic service enterprises clearly labeling prices and Internet platform companies providing price templates to operators within the platform must meet the requirements of the “Provisions on Clear Pricing and Prohibition of Price Fraud”.
