In order to thoroughly implement the spirit of the 20th National Congress and the 20th Plenary Session of the Party, implement the deployment requirements of the “Notice of 9 Departments Including the Ministry of Commerce on Implementing Green Consumption Promotion Actions” (Commercial Circulation Letter (2026) No. 1, hereinafter referred to as the “Notice”), accelerate the green transformation of development methods and consumption models, and expand green consumption, the Ministry of Commerce will organize and carry out green consumption pilot work from 2026-2028. The notice on matters relating to the first batch of pilots in 2026 is as follows:

I. General Requirements

Adhere to problem orientation, goal orientation, and effect orientation, and focus on key areas and key aspects of green consumption in accordance with the deployment requirements of the “Notice”, explore management innovation, model innovation, institutional innovation, and policy innovation according to local conditions around tasks such as enriching the supply of green products, improving green service consumption, innovating green consumption models, promoting green recycling, optimizing the green consumption environment, consolidating the green consumption foundation, and increasing policy support, and further expand green consumption through pilots. consumption.

II. Scope of declaration

(1) The reporting subject. The district (county) under the jurisdiction of the city; a national economic and technological development zone, a national high-tech industrial development zone, and a development zone approved by the local authorities; an industrial park.

(2) Application amount. Each province, autonomous region, municipality directly under the Central Government, planned separate municipalities, and the Xinjiang Production and Construction Corps recommend no more than 3 units. Factors such as the green consumption work foundation, development potential, policy guarantees, and scientific nature of the plan in a district (county), development zone or industrial park are comprehensively considered to highlight the best and each has its own characteristics.

Priority is given to places selected as national civilized cities, national ecological civilization construction demonstration zones, and “green water and green mountains are golden mountains and silver mountains” implementation and innovation bases with outstanding construction results.

III. Organization and implementation

(1) Carefully organize the declaration. All provincial commercial departments should actively mobilize organizations, guide reporting units to prepare green consumption pilot application materials (including application plans and project lists) according to local conditions, review and check the application materials, and send written recommendations and application materials to the Ministry of Commerce (Distribution Development Department) by August 30, 2026. The Ministry of Commerce (Department of Distribution Development) will organize experts to review the application materials and determine the pilot list in accordance with the procedures.

(2) Take good care of the pilot implementation. The pilot unit shall organize implementation in an orderly manner in accordance with the requirements of the “Notice” and the local pilot plan to ensure the progress and effectiveness of the pilot work. It is necessary to strengthen policy integration and departmental collaboration, encourage joint efforts in conjunction with related work, and introduce special support policies. The pilot construction period is two years, calculated from the date the pilot is determined.

(3) Strengthen summary promotion. All provincial commercial departments should closely follow the progress of the pilot, summarize typical experiences in a timely manner, and report the progress, phased results, and typical cases of the pilot work by November 15 every year.
