It provides a legal basis for implementing the “one place, two inspections” arrangement at Huanggang Port after reconstruction, and also marks a key step in preparations for the opening of the port. On July 8, the State Council approved matters relating to the opening of the Huanggang Port Hong Kong Port Area and related extension areas, determined the specific coordinates and area of the Hong Kong Port Area, and agreed that the Hong Kong Port Area will be opened from 0:00 on July 31, 2026 and that it will be governed in accordance with the laws of the Hong Kong Special Administrative Region. In order to ensure that the central authority is fully implemented, the HKSAR Government is responsible for completing relevant local legislation by July 31. According to reports, the “Huanggang Port Hong Kong Port Area Regulations” will be gazetted on July 20 and come into effect on July 31, providing a legal basis for the Special Administrative Region to establish the Hong Kong Port Area at Huanggang Port and to exercise jurisdiction in the Hong Kong Port Area according to law.
